New frame editor (new) Open background

Hi Alexey

Can you please add an "Open background" option to the new frame editor
Same one that you have on the older frame editor
This is for digitizing logos and such.

The newer one have the tools that I need, but it doesn’t have the option to load a jpeg or bmp for digitizing.

Also add the ability to load a movie file, that you can step through frame by frame. To either align laser graphics to a video, rotoscope, or manually digitize an animation.
