Hey David,
Recolor by video takes the current video input or output. and lays it over your laser content to recolor the points.
The options within the effect are for how much overlay on the color on the action, this is kind of alpha,
V.Left(%) and the rest is for basically framing what part of the video feed is used. By default, the entire video feed is used. but you can shape into the video in the same way window clip frames the clipping square.
To play with it, Place a video clip on the beyond timeline, then create a parametric Grid (Point oriented) on the timeline, then add recolor by video to the event, and play with the settings to see how it works.
