Giving an effect dynamic power in a show

I would like to give an effect embedded in a time line a dynamic move. Image you have a "drum fire" leading to a cool down part in the Music and the back to the drum fire. This all in a view seconds. Can give me anyone an advice how I can do this the best (a dynamic Change of - for instance - moving Speed) as part of a certain sequence.

I would recommend to use Key effects. The other option - custom rate of change in oscillating or key effects.
