As far as I can tell, there is no way to save a cue to the workspace from the timeline, and have the ability to use the transition function with the cues. Does anyone know if this is possible?

The process below works for me some of the time. Not sure why it's intermittent.
Right click the event you want to copy on the timeline, click "cue" which opens another dialog list, then click "copy cue". Next, right click on the workspace box you want to save the cue to, then "Paste Cue".
