Hi!. This is known question. The answer is - there are Hue and Hue+Saturation Color effects. You can see it as option in Color effect settings, Such effect oriented on leaving brightness value. That is the answer.
Why default color effect does not do it - such effect oriented on getting exact result. If you see Green, it will not give you dark green, it will give exactly the specified color. Basically, some effects use original color, some not. it should be easy to agree. BEYOND offer both types.
And final detail - effect work in same way in all places. This is not a "problem" of FX table, or anything like that. Effects are "data filters", they work equally in all places.
