Timeline Event Properties - Rate of Change

Hi,

Can anyone please explain how the Timeline's Event Properties Rate of Change works?

I am assuming this applies to the calculation of Key points within the event but this setting does not appear to have any impact on the animation as the timeline advances. It always advances in a linear speed between key points.
