Write-out / Path Following - video overlay

One method is digitise the logo then create a cue using write out/path following editor, the path will be the logo you digitised. But controlling the speed could be a problem.

Another way is to track the position manually using timeline, it’s a slow process.

Another option is using different software to it. Have a look at Madmapper, just used it to do the same effect with 4 lasers and it worked really well.
 
Directly take screenshots to generate animations, or map the video to a virtual camera and generate laser demonstration animations through image tracking.
 
It depends how the video is played. You can generate the video and put it on the AV track in Timeline. Use the same vector art from the video to make your laser graphic (pay attention to the display order of the objects, and try to keep your point density consistent). You can use Visible point effects with keyframes to trace out the path and leave the laser path, or if you just want the laser beam to burn on the image, try creating a Write Out. Create dot, save that then load it, load your created path, and adjust the display speed with the custom waveform to match the write out in the video timeline.
